how to fix clutch cylinder

I want to buy a saab 900 convertible but the clutch is not working. I want to collect the car but I have to make the clutch working before I can drive it from there.
The seller told me that the clutch near the pedal did not come back, probably because the car has been standing 2 years without driving (much).
Can anyone tell me how easy it would be to get the clutch working again when I come to collect the car?
