Check to make certain the end of the splined shaft upon which the steering wheel attaches is slightly tapered on the end where the nut goes on. If so then utilise a hammer to tap on the end of the shaft when pulling on the steering wheel. If the shaft is not tapered on the end, utilise a drift to tap on the shaft. This avoids damaging the splines. If this does not work, you may have to resort to a puller but that is unlikely.
