Yes, the crank pulley can be removed from the car without pulling the motor.
You need to remove all of the belts, and then the bolted-on AC pulley sheave.
You need to block the engine from turning. Saab has a special tool that basically contains bits of a ring gear welded to a small tube. You bolt this in place near the flywheel, with the teeth of the tool engaged in the teeth of the flywheel. This is NOT a job for a screwdriver in the teeth of the flywheel...
You then need to get the car as high in the air as possible. A lift is the best option. You can't get air tools in here, so you need a large socket (I forget the size) and a LONG, STRONG breaker bar (this is NOT the time and place for a cheap ratchet and a long pipe...).
The Saab tool for this is a wrench made from a piece of 1/4 x 1 1/2" steel with a 12 pt socket welded to each end, and two 1/2" square holes for a breaker bar welded into the metal near each end. It doesn't bend when you put the torque to it to remove the bolt.
It's in there tight, but once you break the torque, the bolt comes out relatively easily.
Then you have to work the pulley off of the crank. It's fiddly, but the tolerances here are very tight, so it may take some patience to get it off.
