The rear seats on the sides, not middle, do not ratchet tight...meaning, when they are pulled out completely, they do not have a mechanism that clicks the belt so that it cannot go 'out again' until it is teased out by wiggling. Most cars post 1995-98 have this mechanism. Mine does not (1992 900T).
I have been using a set of vice grips to clamp the two sides of the belt at the buckle together so that the BASE of the car seat is snugly tight to the bottom seat and the back. This makes the seat to be secure and also easier to get the car seat out of the car while leaving the base in...
I have continued to research this, and there are clamps that they sell for relatively cheap that fold into the belt to hold the two together and keep it from loosening. I am going with those. Search for "baby car seat belt latch" in the google.
