I'm leaning more and more to the AIC. You won't hit it that hard... lol
what happens is that the rotating center of the AIC gets gummed up and won't turn. it needs turn freely to do it's thing. a quick check is to rap it and see if the idle changes (you can do this when it's past the bad running and in the good too, it still needs to do it's thing) or not. if the idle changes with only smacking the AIC, that often but not always means that it's tried to turn and got stuck. If it does changes idle speed, and you do it several times, and each time it acts the same... then you could clean the AIC out.
loosen the 10mm head bolt, unplug the connector, loosen the two hose clamps and wiggle it out. after you do that check the pipe that goes into the throttle body, it's the one that goes to the hooter valve (is this turbo, I forget?) to see if it can/has pulled out of the throttle body - it happens and if so you can search or post here for how to fix that.
With the AIC off, take a small screw driver and put in the side port and see if you can get the cylinder inside to rotate/move. it should freely, in fact if you shake it is should rattle. If it does put it back, it's ok.
If it doesn't. I like cover one of the two ports and fill with WD-40, but a degreaser (heard 409 or other similar works too) and let it sit for an hour or so. Then try to get it to rotate, repeat until it's very loose and free. Do not use Carb cleaner or Break cleaner as those can and will melt plastic. The motor at the top has plastic connections in it, and you can create a slight air leak there. that could/would cause an idle that hunted and drive you crazy.

Sure that you already checked all the vacuum lines, and then checked them again? Client was complaining about lack of boost (as shown at the gauge), seat of the pants said it was ok, turned out to be a *very* slight crack at the vacuum line leaving the intake plenum going to the... you guessed it... the boost gauge. I can tell you more vacuum line stories as I'm sure Justin and others can too. Sometimes when stuff acts so strange and makes no sense, I give up and pull each line off and use a cutter and trim 1/2 inch of the line of and replace each and every one.
