If you are doing this on a budget, you can do a good job of refinishing them with dupli color products. I taped off the painted parts of my wheels and used a chemical stripper to remove what was left of the clear coat on the polished lip. Then I mounted the wheels one at a time on the front of my daily driver 900 since it has an automatic transmission. I jacked up and blocked the car, mounted the wheel on the front driver's side, put the car in drive and wet-sanded and polished the lip while the wheel was spinning. Basically using my car as a lathe. You could also hand polish if you don't have an automatic car handy.
After I got the lip all cleaned up and repolished, I taped that part off and resprayed the center painted section with dupli color #DSFM 225 X (Ford Medium Charcoal Metallic). It's an exact match for the OEM CE wheel color. After that dried, I used duplicolor high-performance clear wheel coating on the whole wheel. I did not remove the paint from the painted part of the wheel. If you do that, you may want to use an etching primer on that area first. I've done two sets of CE wheels and a set of 16" Aero wheels this way. They still look great. Here's a pic of a wheel I did for my daily driver, which has a darker-than-CE gray on it.
