The vacuum switches should hold vacuum indefinitely. The vacuum should not bleed off.
The way the cruise vac switch works, is that when you engage the cruise, by pressing "set" or "resume", the vacuum created by the cruise vac pump opens the electrical contact in the vac switch. This switch is wired into either the power or ground lead for the APC box (I forget which), so when the switch opens, the APC shuts off, giving you base boost.
