Recent belt change suggests they're loose, especially if the weather has recently gotten colder. Alternator actually has two belts but they are adjusted simultaneously, with one bracket. You can do this yourself: loosen the big nut (17-18mm) on top of the alternator, then tighten the smaller (12-13mm) one on the alternator bracket, then re-tighten the big one. Tighten the smaller bolt as little as necessary to stop the squealing so you don't over-tighten and wear out the alternator and water pump bearings.
If, after confirming belts are properly adjusted, the squealing continues, then the crank pulley (a/k/a harmonic balancer) is failing. This is the big pulley at the bottom of the engine to which the alternator, water pump, power steering, and AC are all attached. It has rubber in it that fails, causing the squealing.
But, again, if you have new belts and it just got cold, then simple looseness is the more likely issue.
