ELCD and EGR questions

1993 900T Commemorative Edition just approaching 100K miles. LH 2.4. I've got a bit of a rough idle. Have checked hoses, replaced plugs and rotor, etc. I hear a lot of vacuum noise around the EGR modulating valve. Can't locate a leak. Might be coming from the charcoal canister below the EGR modulating valve.
Questions:
1. Is vacuum noise in that area normal?
2. Does the charcoal canister ever need to be replaced? Bentley says there is no specific replacement interval for post-1991 models. Would a rough idle be a symptom of a canister needing replacement?
3. What is the device on the wheel well, about a foot behind the EGR modulationg valve? It has a 2-pin electrical connection and a vacuum connection that T's into the hose that runs from the EGR modulating valve through the firewall and under the dash. It's got a red plastic cap on the top and under the cap is a hex screw that might be an adjustment screw. (No, I have not touched it!) Note: My EGR modulationg valve is different from that shown in Bentley. I have a 3-pin electrical connection and short vacuum hoses running from the back to the front of the modulating valve.
