Ask the previous owner what he's done to the car and where he has it serviced. Failing that, get the car to the best SAAB mechanic you can for a used car check. Otherwise, it's more a question of your tolerance for maintenance cost and DIY hours. A 20 year old car will cost you both. In my case, probably an average of $250-$300/month to maintain BOTH of my SPGs for almost 17 years. Some months have been brutal, but most go by with only the cost of a (DIY) oil change.
It's an older car, rust is the biggest problem. And its something that a mechanic probably won't note anywhere. Exterior and frame as mentioned by Junkie. Check for rust under the back seat, and if possible, under the front floor rug. Reach under the rug and foam/rubber insulation through a split in the rug under the driver/passenger seat (or put a strong shopvac on the rug and see if it pulls through moisture).
If you're inspired to own one, you may be best served waiting for a cherry to show up in the classifieds here.
Good luck
Doug
