rough idle at cold start, could it be the AIC?

I have a 1986 Saab 900S (non turbo) 16 valve LH 2.2. Live at ~ 5k ft (don't know if that matters). Love the car, it's my first saab. The only problem I run into is at a cold start I have to gingerly give it gas and work the clutch until it is warmed up or it will stall. Once warmed up idles at 850 on the nose no problem.

So far I have done the following:
-use 89 octane gas
-new spark plugs and wires (seem to be burning clean, checked the plugs)
-adjusted timing to 14 deg BTDC
-flushed coolant, checked temp sensor for resistance and seems ok
-fresh oil /trans fluid / air filter
-cleaned out AIC valve as mentioned in other posts
-cleaned out throttle intake body
-cleaned AMM with cleaner specifically for it

I thought this would be the Air Mass Meter. I reved the car to 2500 rpm turned it off and saw the AMM glow for a second as it should. I check resistance across 3 and 6 and adjusted it from ~300 to 380 ohms as instructed in the bentley manual. As far as I can tell the AMM seems to be working.

I checked the voltage at the 02 sensor. After warmed up and idling it is at ~0.5 V. When I pull the vacuum hose to the fuel injector reg it doesn't change voltage much. When I open the oil cap it doesn't change voltage much. Idle definitely changes, should I see a bigger voltage jump?

Next took a look at the Air Idle Control Valve. I'm not sure that it is working. I put a screw driver to it at idle and didn't hear buzzing. I unplugged the wiring and didn't hear a change. So I'm thinking this is the problem even though most posts seem to indicate the AIC is fine if everything is operating well once the car is warmed up. I would really appreciate any feedback. Thanks!
