Could be a short in the bulb socket. I had this issue in my 2002 volvo XC. The blinker indicator on the dash clicked rapidly, yet when I went out to check the light, it was blinking fine, both front and rear. I finally pulled the headlight assembly apart and saw that there was some corrosion in the bulb socket. I cleaned it out, put some dielectric grease on the bulb, reset it, et voila--problem fixed.
I also had a rapid blinker in my '92 900 coupe a couple weeks ago. When I looked out back, the blinker wasn't working. I smacked the taillight, and the bulb came on. It's been working ever since. I guess what I'm saying is that the bulb doesn't need to be dead to cause a voltage short. :-)
