Depends on what you want out of the car.

If you put the donor non-turbo engine in and remove all the Turbo stuff, the Turbo ECU will cause the donor engine to run a bit rich when you're pushing it hard, but otherwise it will run fine. You will want to run the non-turbo injectors. If you install just the non-turbo engine, you'll need an entire exhaust system UNLESS your non-turbo donor engine is a US '91 or newer, in which case you can run the 88's existing Turbo exhaust system from the catalytic converter back. (This is because '91+ US non-turbos have the same 4-bolt cat as all 16V Turbos; earlier non-turbo cats won't mate up.) A non-turbo engine with a Turbo exhaust will be louder because the turbocharger itself is a sound attenuator; the Turbo muffler was designed accordingly.

Alternatively, you can install the non-turbo engine with all of the Turbo intake, exhaust, and fueling components. If you do so, and also install the Turbo intake cam and a non-turbo (3.0) bar fuel pressure regulator, you can run the car as a Turbo as long as you use high octane fuel ONLY and do not run more than stock boost (~11 psi). (The Turbo intake cam lowers the trapped compression ratio a bit and the 3.0 bar regulator delivers ~10% more fuel at wide-open-throttle (throttle angles above ~72*).

Yet another, slightly less involved, alternative would be to simply install the non-turbo engine, DISCONNECT the APC, set the wastegate to open at 5 psi, install the Turbo injectors and 3 bar regulator but skip the Turbo intake cam and run the car as a "light pressure" turbo.

If you are really into Saabs, like to tinker, and like modifying cars, the full-pressure turbo option is probably going to be the most enjoyable. If you want a somewhat less involved swap that will allow you to retain *some* of the benefits of the Turbo engine, then the light pressure option is probably preferable. If you are indifferent to the power of the existing motor, simply need transportation, and don't mind (possibly) shelling out for a new exhaust system, then go non-turbo. IMHO, a turbocharged non-turbo engine is MUCH more satisfying to drive than a stock Turbo: better off-boost performance and quicker spool-up are really nice...
