Yes, the fender is welded to the car. And the top of the wheel arch is a common location for rust on Classic 900s.
You'll need to get in there and see where all the rust is. This means taking the wheel arch molding off, looking at it from inside the wheel well, and looking at it from the underhood area.
Small spots of rust often lead to a considerably larger bit of rust under the paint. A rust spot in the paint that's less than 1/4" across can be as large as a quarter, once you get the paint off.
If the rest of the car is still in fine shape, and particularly if the rest of that fender is in good shape, it's probably cost-effective to have the rust cut or ground out, new metal or filler applied (as appropriate), primed and painted over. I'd only go to the expense of replacing the entire fender if there was rust in multiple areas on the fender (like behind the bumper extensions as well as the fender lips).
