Fuel Sending Unit.

Hi, I have a 91 turbo that had a bad fuel sending unit. When I short the three wires togather, the gas gauge goes to max and the light comes on.
However, neither my spare fuel sender nor my KNOWN WORKING fuel sender from my convertible will work in the car. The gauge doesn't move at all and the light stays off. What else could be the problem here?
