When you turn the piston and nothing happens - give the piston a little help retracting it by using a c-clamp to compress it. Do not go too wild on the c-clamp pressure. Turn the piston some more and if it does not retract by itself, use the c-clamp again. Repeat as needed until the piston is fully retracted. Too much c-clamp force can bend the thin sheet metal piece that makes the e-brake automatically adjust the caliper. If you have a piston that does not extend as the e-brake lever on the caliper is actuated, then you need to disassemble the caliper and get the internals working again.
