The coolant lines are there to prevent throttle icing. This could result in either the power gradually reducing as ice builds up and blocks the airflow, or you won't be able to close the throttle.
This is a very common problem on airplanes with piston engines. Nearly all of those have a selectable "carb heat" that diverts warm air through the throttle instead of cold air, and thus alleviates the problem.
It doesn't have to be particularly cold for ice to start to build up, either. 70 degrees and high humidity falls in the potential icing range.
Plane engines with carbs are more likely to have this problem, as the fuel helps cool things even more.
But Saab added the cooling to the throttle along with the intercooler. It's there for a purpose.
If you never drive in anything but hot and dry conditions, you're probably OK leaving it off. But if you do highway driving where it can get cool and humid, you might want to get them fixed.
