Battery Drain Help Needed!

I can't seem to figure why my '92 900 Turbo Convertible keeps draining the battery. I had the car without a battery for a number of months because I thought it was the battery and was working with the manufacturer to get a new one. Got a new battery and I've run a few tests and found the following:
Disconnected negative cable and put a DMM inline:
1 - Voltmeter always reads 12 volts, pulled every fuse and relay and still reads 12 volts.
2 - Put every fuse and relay back in and DMM fluctuates from 17 to 36 mA about every half second. This doesn't seem to be enough to drain the battery I would think.
3 - Turning on the radio raises the antenna but doesn't present a opportunity to put in a code. I don't think this is related, but it is strange.
I really don't understand why it shows a constant 12 volts on the DMM when I have everything disconnected. Could this have something to do with the voltage regulator on the alternator?
Any ideas, my next test is to put the DMM on each fuse and see what is pulling the 17 / 36 mA.
