It's almost definitely the sender in the tank. They fall apart and you lose the bottom part in the tank. If things are sloshing about in there and contact is being made it can cause the gauge to act like that--mine did. I was able to fish the whole mess out of the tank, re-solder the contacts, put it back together, and tack it so it doesn't come apart again. still working great, YMMV.
