Like Roy said, the nut that keeps the antenna in the fender also keeps the mast in. There's also a small piece that has "SAAB" embossed in it.
At the base of the mast, there should be a brass-looking ring, and the plastic "gear" sticks out from this. If the nut is still on the fender, and you've got a ragged or sharp metal edge at the bottom of the mast, the mast broke at or near the base, and the nut can no longer hold it in the mechanism.
Also, if the motor isn't catching the toothed strip, it's possible that the strip broke inside the mechanism. You'll need to remove it from the fender and take it apart to get the remnants out.
