Manual top operation is supposed to be the exception, not the rule. The valve has been on all C900 convertibles from 86 through 94.
If the system has its full quantity of fluid, then with the valve in the "normal" position, then yes, you'll only get so far with moving the top manually before the fluid has no place to go, so it stops. Changing the position of the valve allows the fluid to flow around when you manually move the top.
Far as I can tell from your descriptions, the system is functioning properly.
