they won't even bother to test your actual emissions if the converter is missing--- your car will fail the pre-inspection. But they will still charge you the $75 or so, and tell you to come back when you have all of the right pieces installed.
Don't know about how 8-valves do vs 16, but usually the most problematic part of CA emissions for 900's is the NOx value, needs to be below 790 ppm at the two speeds they test at.
