This is NOT where the standard belts mount. The belt would rip right out of that metal in a crash. The motor isn't a stressed part of the passive belt system, so it can go there.

Also not where the standard belts mount. That spot would be on the wrong side of the panel, and also prevent the seat bottom from properly seating. (I can't for the life of me remember what is supposed to go there...)
The spot you are looking for is going to be found BETWEEN the outer panel and the sill beam, ON the sill in the forward 1/3 of that panel area. I guess I remembered it wrong, thinking the bolt went into the sill vertically. Obviously, it goes in horizontally, and this would be the preferred orientation. You should be able to feel the bolt hole and locating hole. The bracket from your second photo would go into that. You'll need to be aware of right side and left side, else the reel ratchets won't work right. Probably, with it on the bracket, you cannot put the right one where the left goes, and v-v.

Belts went largely unchanged 1981 through 1990. In 1991, the 900 went to the 9000 seat mounting setup (which is also the same as all passive belt cars), and, to some degree, the 9000 seat belts. Primarily, the 900 got the belt that had the latch anchored on the seat. You probably need the older set, if your car is a 1988.
I'll try to check my EPC when I get home just to double-check.
