If you're talking about the Saab-Clarion EQs, then you need to match it with the right generation of audio system (see link), and have the right cage for it, and the right DIN cable(s) to connect it with the head. The EQ gets power and the turn-on signal from the matched head unit.
Then you'd have to have all of that (head, EQ, both DIN cages, and the DIN cables) outside the car, hooked up to 12 volts to test it.
If the EQ in question is not a Saab-Clarion, then you should be able to apply 12v to it through it's wiring harness.
