it's certainly doable from underneath. The rack itself is a huge obstacle to reaching some of the bolts. However, there are still a few things that are better accessed from the top.
As far as the harmonic balancers are concerned - the best is the SAAB unit, which has a chamfer on the end, so it slides easily through the main seal. The Scantech harmonic balancer doesn't have have a chamfer so you have to be more careful when trying to get it through the seal when you're installing it.
Consider replacing belts and alternator bushings while you have things apart.
