My approach on these is to first determine whether there is a mechanical fault or an APC system fault. Disconnect the hose from the APC solenoid to the wastegate and drive the car. It should boost without limit so be Careful and get your foot off the pedal when it starts into the red zone. If it still fails to boost then you should proceed to inspect the wastegate and induction pipes and collars. It's not unusual to have a 24 year old rubber collar spontaneously split and leak out your boost. If it boosts like crazy then the APC system is opening the wastegate when it shouldn't be and you need to check stuff like the solenoid, knock detector, etc. Let us know what you find.
