If the car and turbo perform properly when the wastegate hose is detached then obviously there is a problem with the APC system and not the wastegate itself so don't mess with that or the turbocharger. You have a wiring fault, including possibly just a loose connection, or component failure somewhere in the APC system so you should concentrate on that. Does the engine run quietly? Inspect the knock detector and confirm that it is securely bolted to the engine. Disconnect the knock detector and isolate it's wire so that nothing could be tapping on it (the wire) and then see how the car performs. If the knock sensor is not bolted securely to the engine block or the wire is being continuously tapped on by something the APC may drop boost. It would be worth getting a known good APC solenoid to swap in even though it seems to test OK. Let us know what you find.
