Can't buy a decent fuel level sending unit

I'm on my third new fuel level sending unit and find that none have been accurate. I suppose you would conclude that it is my gauge and not the sending unit that is at fault but if I short the wires from the trunk to the gauge, it reads 100% full as it should. Then I put in the unit and fill the tank and get only 80 to 90% full on the gauge. Sometimes it's only 50%. I've cleaned the terminals like crazy and checked resistance on the wires to the gauge and everything seems fine. On the last new unit I bought I had to disconnect the low fuel warning light because it was alway on. I reconnected it on the new one and ran until almost dry and the light never came on. It seems to me it's just hit or miss with these sending units. These are brand new Saab-made units.
