Engine swapped but ?'s on fuel pump &starter ground

1988 Convertible 16V Turbo replaced the engine with a 1990 16V Convertible Turbo. The swap went well but I've run into a few lingering questions.

1. The starter wiring. There is a small black wiring coming from the black or ground side of the starter. I thought it was an additional ground so I connected it to a ground stop on the block and it smoked and burned through. The big bare ground wire is attached to this same post area so this seems odd. Also on the wiring harness near the starter there are two wires. 1 black and 1 gray with factory plugs. Are these just service points or do they connect to something? They are short so it would have to be something near the starter, airbox, alternator, etc.

2. Fuel. The car won't start. Turns over but it does not seem to get fuel to the end of the fuel rail. I loosened the bolt at the front end of the fuel rail to check and nothing comes out even when cranked. The fuel pump worked before the engine swap. I am not hearing any fuel pump noise when the ignition it turned on. The fuse looks to be OK. Is this a relay issue, fuel pump?, Other?

Any input would be great even some humor would be welcome at this stage. So close but yet so far from the road :)
