I'd ask; What does "Stuck in first" mean? Will the shift lever move OR does the car take off when placed in "D" but not upshift? Does it back up if placed in reverse? What does it do in park, neutral and the other positions? If it's literally "Stuck in first", because the shift lever won't move, then that should be a fairly easy repair with some salvage yard parts. By "fairly easy" I mean relative to major transmission repair. "A pin has sheared" is a pretty vague assessment, there are a number of small roll pins in the shift control mechanism but I've never known them to be a problem unless the car was wrecked. Anyway, those parts are easy to come by so tell them to fix it and then you'll consider buying it. You (or the seller) really need to get a Saab C900 mechanic involved as these transmissions and shift mechanisms are mysterious to non C900 mechanics.
If the shift lever moves normally but the car refuses to upshift as road speed increases then one very common cause is a jammed up governor. Governors can be jammed with goo that will flush out but can also be jammed and damaged by micro metal shavings originating from bearings, bushings or hard parts that are being continuously ground down in a badly worn transmission. Other causes for a T37 not upshifting from first gear include damaged or dislodged pipes (inside the unit) and valve body damage. A clue there is to see if the pans on bottom appear to be badly bent. The pipes are partially maintained in there proper positions by the pans. A C900 with a T37 that won't upshift has significant potential to be a car that needs a transmission replacement so keep that in mind. Good luck
