Do you still have an AC belt connected? There's the AC tensioner pulley that gets squealing when failing. Just remove the belt and spin the pulley by hand and listen. With the belt tightness, I have my own method. With a "V" belt,I twist the belt 180 degree and it should just start to resist at that point. With flat belt with a manual tensioner, I twist the belt 90 degree and it should just start to resist at that point. This has always been correct on all different length belts on all things with pulley/belt drive. You just don't want to create side load on the pulleys, especially the harmonic balancer pulley.
