It could be a clogged cat, but for what a new cat costs (quality one that is), you are better off checking other less expensive components first. You could just need a good tuneup (plugs, wires, cap and rotor). Or you could have a vacuum leak in the system somewhere after the MAF. A vac/boost leak will cause the engine to over fuel and you'll get a rich mixture that can bog an engine and can certainly cause backfire.

I check for leaks by connecting a PVC fitting with an air compressor connection (see picture) to the intercooler pipe just before the intercooler and putting about 20psi of air in the system. Disconnect the pipe from the turbo, rotate it 180 degrees and put the fitting in the rubber connector that used to be connected to the turbo compressor outlet. Make sure you open the throttle plate too. If you have a leak you can usually hear it. Spray a little water/dish soap mixture in the area where the noise is coming from and you'll be able to pinpoint it when it bubbles.

How do your plugs and exhaust tip look? If they are carboned up, you're running rich. That can foul an oxygen sensor or restrict a cat which just compounds the problem.
