The idea if heating up the throttle is simple: there's a pressure drop after the throttle and everywhere where there's a pressure drop there's a temperature drop too. There's some water in the air (it's called humidity) and if that water freezes cause of that temperature drop then you'll have the same picture there like in your fridge that had never been serviced - it'll be all covered with rime.
Af for the original question - you didn't specify the model year. There happened to be some variants that went with throttle damper. And yes, that little boy was installed just to prevent a rapid throttle close.
