No, you'll get less power starting off -- more advance will give you more power, but without the capsule, you're getting 16* advance BTDC, not 20-21; in other words, no advance whatsoever. (By comparison, the more sophisticated EZK system fitted to 16V non-turbos will advance timing until it detects some knock, then backs it off a bit so that you're running as much advance as the car will tolerate, for more power and fuel economy.)
You don't want to leave the vac. hose off. Not only does that vac. capsule advance timing at idle, pull-away, light load, etc., but, importantly, it *retards* timing under boost. If it's cold out and you're running premium fuel, maybe the car won't mind so much; at other times, though, your APC will be working pretty hard to dump boost due to detonation caused by insufficiently retarded timing.
If you are driving the car hard, on regular fuel and in hot weather, it's conceivable that you could damage the engine if it's detonating at boost levels below which the APC can control (~5 psi and under).
Notwithstanding the potential for engine damage, whenever the APC thwarts detonation, you lose power because it dumps boost. So, you lose power under boost, and you lose power off-boost by leaving the hose off because you get no advance.
Finally, those capsules can go bad. They have a plastic/rubbery diaphragm inside that can tear. If when applying vacuum or pressure to the capsule it doesn't hold, then it needs to be replaced. They're unrealistically expensive new; buy a good used one (test it first).
