fan problem

'91 900T
Yesterday in traffic jam, I noticed temp gauge starting to rise. I'm also having a continuing problem with the radiator fan switch (have the part but it's cold outside!) so I usually press the a/c switch to force fans on when necessary. (A/C inoperative). The fans apparently didn't start and temp gauge continued to rise.
Fortunately, traffic cleared before I got to serious dire straits mode and
I went on. Gauge settled down, with only periodic slight increase showing
and then back down to 'normal'.
In the parking lot later at the job, I found fuse 25 blown, replaced it, and tried switch again. No go. I eyeballed coolant reservoir and it was down a little. Reached in to left-side fan and it was free. Went back to work.
Later, with a gallon of coolant, topped off reservoir, and now tried right side fan and found it bound up and disconnected it. Checked fuses again
and can't find any bad.
This morning I tried shorting leads at radiator switch and unless I didn't
actually make a circuit( It's still cold outside!) the fan won't work. I have no print, but fuse 25 and 6 are the only fuses that should be involved, I think.
What am I missing?
