If you have tough spots, it may just be the pump dying. I've had that before.
If you are going to actually replace the rack, get a rebuilt. Don't mess around with used. It's a horrible job working in cramped spots, moving from side to side under the car, disgusting power steering fluid everywhere. You do not want to do it twice. I'd strongly consider replacing the hoses that head up to the reservoir at the same time - they are probably hard as rocks, and probably seep fluid. Replacing them with new hose while everything apart and there is no fluid to lose is fantastic. Check your tie rod ends before your dismantle to see if you should replace them as well. They're expensive last time I checked, but new, tight tie rods are so nice to have. ;)
The job isn't hard per se, just dirty and time consuming. IME, starting one night and allowed a protracted period of time for fluid to drain is a nice deal.
