They will go on and stay on without the wax, but it's meant to keep water from flowing in and standing inside the mouldings, and doing what water does, rusting the fender lips.
Don't make the mistake I think lots of C900 owners who've bought beautiful repaint jobs make, and just put them on dry.
The fender lips are already vulnerable to rust getting in and ruining them, even on the 99 style which didn't have the moulding.
It's sticky moldable wax, I think technically microcrystalline wax as found in crude oil, much like the wax that used to be used for pasteup of cold paper type in the days of yore, after hot metal printing but before the laser and the computer-to-plate image.
From what I've seen of busted US moldings, just like yours, they do in fact have a layer of aluminum foil inside, and maybe something more. Not sure about the Euro replacements but I'm sure they'll do.
I have a big pile of these I carefully coaxed off cars in the junkyard, but they'd be a pain in the neck to ship, and they get so brittle as they age I couldn't guarantee you could get one to stay together to install it.
