You have to start at the back and work toward the front. Take the rear flap of the lower seat skin and tuck it in below the seat back, then wrap it underneath the seat bottom and hook it on with the two upholstery hooks. Make sure you pull it in tight so that there are no gaps where the side bolsters meet the seat bottom. Now take the heavy wire you are talking about and pivot it in on both sides into the two little hooks in the seat base. The hooks are actually little tabs that are popped out of the seat base sheet metal and bent down to receive the wire IIRC. Once you get them in, bring the seat skin down and put two upholstery hooks in the back tufting wire holes and hook them underneath. then do the same with the center tufting wire and with the front tufting wire. Lastly pull the heavy wire in the lower seam down in the front and wire (or zip-tie) it to the cross member underneath.
It's really hard to get the rear parts of that lower wire hooked in after the fact. Make sure it is staying hooked in the tabs as you go along.
