The original fabric had a foam backing bonded to the back of it. It disintegrates over time and the fabric flaps in the wind. Before you apply new fabric, you'll need to add a thin foam pad to the board. I use headliner fabric with a 1/8" backing that I picked up at a local upholstery shop. [Jo Ann's Fabric used to carry padded headliner fabric but not any more. You may want to see if your local store has any remnants left.] Glue the headliner fabric cloth-side-down onto the backer board with 3M aerosol headliner adhesive and cut away the excess. Then spray the foam side and apply the fabric of your choice. Originally, the fabric is glued on the back using the same headliner adhesive. I've glued it on like originally, and I've also done them with staples. If you use staples, you have to buy 1/4" staples and then cut them shorter with a set of wire snips. It's very tedious since you have to cut each staple individually and then stack them in the stapler. You're original premise is correct, anything over a 1/8" staple will come out the front and poke whoever is sitting there. I've tried sourcing 1/8" staples without any luck.
