yeah, that was my feeling also... I would think with the mild winters, Vancouver cars see less salt than elsewhere in Canada. I'm also from Ottawa (sorry, no help re the BC car), but I've seen BC cars here advertised that way... we also think of "western cars" (Alberta/Sask/Manitoba) as better since they mainly use sand due to the more severe cold... even similarly cold days here get sand mixed with salt...

regardless, it's a vert + so it may have been a summer only car... much of the rust is related to how the car was maintained... if you oil spray a car regularly, rust is greatly reduced. Our 1993 has spent all it's life in salty eastern Canada + it's still very much intact! but I wouldn't assume the car is rust free either, even if the ad says so... Chaz is right to check carefully...

fwiw, there have been, and may still be, a few similar verts for sale in Ottawa (and the GTA/Montreal)... perhaps your buddy should check them out first? easier? If I was going to go that far anyway, I'd start to think about a southern US car...
