These things are or should be nylon or a similar soft plastic, like polypropylene. They should have lots of give to them - - that's what makes them hold onto the prongs of the hood badge so well.
Try squeezing the bottom tips of them gently all around with a pair of pliers, sort of massaging them slightly tapered at the bottom, then they should start in. Push them home, firm ans straight, from above - - maybe with a length of dowel?
If the car has been repainted with the old bushings out, the thickness of the paint film might have closed the holes up some. If so, try NOT to disturb the paint, that's a place where rust starts.
