The 3 bar regulator won't affect your idle. It was fitted to 16V non-turbos, stock, and is commonly fitted by enthusiasts to Turbos with modified APCs because it provides 10% more fuel at wide-open-throttle. (Turbos came with a 2.5 bar regulator; later red box kits came with a 2.8 bar regulator.) The 3 bar regulator will not affect runnability or fuel economy (unless you are booting it all the time), as the ECU trims injector pulse-width based on O2 sensor feedback. You will get a little extra fuel during warm-up as well, until the O2 sensor warms up and comes on-line.)
With your new Mityvac or similar tool, pull the hose to the distributor capsule off its nipple at the manifold and draw a vacuum on it to confirm that it holds vacuum (or pressure -- it doesn't matter); if not, then you need a new capsule, as the diaphragm inside has torn, keeping the distributor from either advancing or retarding timing.
As for checking timing, it's sometimes a PITA to find the little window in the clutch cover to see the marks. Check the timing from the LH side of the car. 16* BTDC, with vac line removed from capsule. Ignore the small (~3/8-inch) hole in the cover.
