Is the molding missing as well or just the sweep? The sweep mounts onto the molding that runs along below the window, then the whole thing mounts on the car. If you are missing the molding too, you'll have to get it from a junk yard or something. The clips may be available from a Saab dealer--not sure.
You should check the Townsend website for the technical bulletin regarding the clips and window scratching (link below).
Also, when you mount the sweep on the car, there is a flap that covers the clips and lays atop the molding surround. Don't hit down on the sweep itself when you are installing it on the car. Peel the flap back to the point that you can see the individual clips beneath, put a large flat-bladed screwdriver right on top of the clip and hammer it down. Work your way from one end to the other hammering down each clip a little at a time and repeating until they are all snugged down. If you hit them each down all the way at once, the sweep can mount crooked and leave a gap between the sweep and the window glass.
