Squeal but not bad belts: Help Me Diagnose?

For the last few months I have had a slight squeal, like belt squeal, from the engine bay. It happens at all speeds. Also, I have noticed the steering has become quite heavy at low speeds. But there is no fluid leakage from the PS pump or any where in that system.
Today I finally got under the bonnet. Here's what I did and found:
1. Removed AC compressor belt: noise still there.
2. Removed PS pump belt: noise still there.
3. Removed water pump and alternator belts: noise gone.
4. Inspected all belts: all in good condition with no wear or shiny spots.
5. Wiggled and spun by hand the driven pulleys on the alternator and water pump, and the idler pulley. Alternator and idle pulleys showed zero play and turned smoothly (the alternator is less than 3 years old with under 40K miles). Water pump pulley did have some play (rocked when I wiggled it) but also turned smoothly.
Questions:
1. What should I do from here? I have a new water pump but don't want to gratuitously throw parts at the car. There have been no issues with coolant temperature at all. The drive pulley on the crankshaft was replaced in Feb. 2009 and has less than 40K miles on it.
2. Is the heavy steering a sign that I should replace the PS pump?
