I assume the seat-back release levers are by the shoulder instead of the hip. Cables can break or stretch, but it is more likely that the cable or lever itself has bound on something. To get the upper leather skin off, yes, you need to start by undoing the zipper underneath, remove the plastic outer part of the lever. Then you will have to unhook the two hooks from the frame on the lower parts of either side of the upper seat.
Slide the leather inside-out as you go up. You will get to a part where there is a thick wire held into the leather skin by a cloth sleeve and tugged down by metal clips. This causes the arch of stitching on the outside of the seat skin to be pulled down when everything works correctly. Keep in mind that these sleeves are extremely fragile and should not be disturbed if you can help it. If you don't care about them being tight, then just cut the clips or rip the sleeves out as you go. They are difficult to get back in correctly and rare to see in tact, but may be worth it to get the lever working correctly.
With the skin slid up, you should be able to see most of the cables. There are two and they cross behind the seat frame. Just try working the lever to unbind it. If it is broken or stretched, I would recommend taking one out of a junk yard car.
