That would be sort of weird for it to be seized that tight but if it really is you may have to resort to sneaking a 3/8" or 1/2" drive six point 10 mm socket down there with a U joint, extension and 18" breaker bar on the end and then give it a twist. It will either unscrew or the head will break off. Either way the bolster will then come out (don't forget the bolt in the middle, behind the ashtray). Once it's out you can drill out or otherwise remove the shank of the bolt. It doesn't take much to snap the head off of a bolt that small but 1/4" drive may not give you the "leverage" you need.
