I won't say for all the voltage regulators worldwide, but those available for C900 do not contain any computer nor they are able to monitor battery charge or temperature since they do not have any appropriate inputs or blocks inside. They only contain frequency generator and comparator (and PWM-driver for the-best-of-hitech-VRs) and the only extra feature that they can be quipped with is the temperature compensation add-on which does not monitor battery temperature (as it should) but alternator's (which is quite silly).
EU standards say that 12V automotive alternator should have 14.2+-0.2V output while US standards go with 13.6+-smth V (or something similar, don't have that book with me right now). And with whichever standard you go with each has its own pros and cons.
