Rusty rear axle probably still fine.

On two cars, a C900 and a 9000, I was so troubled by the heavy rust on the rear axles, scale and flakes that was terrible looking, that I tapped and tapped it with a hammer, then wire brushed it with really stiff bristles in an air die grinder, and got one down to looking just normally rusty and called that good. It rang kind of like a bell and sounded the same everywhere, and never dented.
On the 9000, I also went over most of the surface with a cutoff wheel on the air grinder, at low revs and just skating it, till much of the surface looked like just coarse steel with a little rust, then treated it with that Ospho body shop rust-conversion coating, and brush painted it with some black urethane paint I had a can of. It looked great and two years later when I sent the car to the crusher after a tree fell on it it still looked good. I DID get some serious rust dust in my hair and face.
I think knocking the worst of the rust off is possibly worth it as the heavier rust is on a surface, the faster it progresses. Wear goggles and a painter's spray helmet if you do this.
