Bilstein Touring shocks are inexpensive OEM equivalents, not performance shocks. You can rule out KYB Gas A Justs [white], which are cheap but lousy. The GR2 [gray] is cheap too, but plenty of people actually like them.
The extent to which drivers find Bilstein HD shocks stiff is in part related to the tires they use: tires with a stiff sidewall are going to make for a harsher ride. If you are rolling on summer only ultra high performance 50 or 45 series tires, then you are more likely to find the shocks stiff. If on the other hand you have stock sized so-called touring tires or tires sold as 'for European sedans' then you are going to enjoy a better ride.
The perception of ride quality is also affected by the roads being driven on. Some guy who lives in California is not going to have the same experience as the guy living in Massachusetts after a long winter, or anywhere that has potholes or lagging road maintenance.
Ride quality perception can also be a function of your age, and experience with other cars.
In other words, you can't really know how you'll like a particular shock until you try it.
Meanwhile, here is some more free advice. Koni "Reds" are said to be the best but are the most expensive. Set them to the soft end of their adjustability, if you are looking for comfort. But I don't know this from having driven a car with them - I haven't.
I have driven thousands of miles on SPG springs and Bilstein HDs and find the ride perfectly acceptable. But the tires are not high performance, and the car is usually loaded down somewhat [the heavier the car, the smoother the ride]. I have also driven lots of miles on SPG springs and Gas-A-Justs, with very high performance tires. The ride is way too stiff for my liking, even in a warm part of the country that doesn't get lots of potholes and poor roads.
