Rule-of-Thumb for tightening top shock bushings/nuts?

After a couple of eeeeeeevil jobs ate my life and forced the shameful, criminal abuse and neglect of my beloved '88T, I've finally found the time/money for some loooong-overdue maintenance, which includes new Bilstein HD shocks all around. Got a pretty good deal on all 4 at (?) eShocks.com but the included installation instructions leave a bit to be desired. So far I've just swapped the fronts:
Upper bushing nut tightening torque is specified according to a grid of 4 different metric thread pitches, and I have neither a thread gauge nor a torque wrench handy. I'd always heard something like "just tight enough that the rubber bushings *start* to expand beyond their washers" so that's what I've done, but when I went to get newer front tires yesterday and the front suspension was dangling, there was space below the upper shock mounts between bushing and frame.
Obviously I'm going to start snugging them up bit by bit and hope to reach a point where they don't look loose with the shocks unloaded, but can anybody else who has installed their own Bilsteins be more (non-numerically) specific about how tight to make them?
Or is this a bushing design issue? I seem to remember some drawings of stock Saab bushings showing different rubber parts for above vs. below the frame mount, while what came with the Bilsteins for both positions were identical...
